Death Penalty for Parking Infractions

I'll bet that would stop people from:
a) parking in handicap spots, even though they are "just waiting for somebody"
b) eliminate the parking in the fire lane at most supermarkets
c) keep people from parking wherever they want regardless of parking lanes at the movies, church, mall, fill in the blank
