Stopped at my local haunt for a cup of joe and the daily papers and I was in the midst of the Lottery Savant.

The skill: knowing the exact date that 6984 came out in the pick4. And any other combo. Apparently this guy hit 'his number' the night before and was waiting for a payout. Not happy that other people (state-wide) played 'his number'.
The reality: the amount you win pales in comparison to what you spend. Hence the wardrobe.
